Help us reveal an untold scandal: how the West exports carbon emissions to countries like China - expecting them to pay for the impact of our consumption. We need an engaging animation to explain the problem - for which we'll provide research, a voiceover from George Monbiot, and promotion from ChinaDialogue. The animation will inform the public, inspire campaigners and give us a tool to lobby government to take responsibility.

Sometimes an animation paints more than a million words - in conveying quintessential truths that would otherwise take so much heated debate to communicate. Previous PIRC animations have featured in clever things like the "Age of Stupid" film, and we definitely need more to follow !

A problem cannot be solved if the people do not know about it. Carbon trading as it works now is a liar's charter. This fund is needed to open peoples eyes.

Yes, outsourcing is a massive problem; and not just for imports. Developed countries now need to lead the way into more sustainable behaviour, and not indulge in displacement activities.

Once we know the extent of the emissions imposed by us on other countries (e.g. UK on China), our Government will be under pressure to act on it.
This proposal follows PIRC's electrifying report on the huge practical capacity of the UK's offshore renewable energy resources (wind and wave). -
